          E. C. Hibben,  of Rush county, delivered a speech at  M'Kinney's  School House, Addison Township, on Tuesday last.  It was an able exposition of the powers granted by the Constitution, and how careful its founders ahd been to guard against all encroachments on the rights and liberties of the citizen.  He showed in a clear light that evils to be apprehended by the negro policy of the present Administration.  His speech was well received.
